Job description
Nakilat SvitzerWijsmuller (NSW) is seeking an experienced NSW SHEQ Manager based in Ras Laffan, Qatar. The role is responsible for managing all SHEQ-related activities and marine standards related to fleet, crew, and onshore operations. The SHEQ Manager will lead the safety management system (HMS), manage internal and external audits (including OVMSA, ISM, ISPS, OVID), lead incident investigations, conduct operational risk assessments, and drive safety awareness and cultural development across the organization. Preference will be given to Qatari candidates.
Responsibilities
1. Lead the development and continuous improvement of NSW's safety management system (HMS) in alignment with applicable international and local standards.
2. Stay abreast of industry developments in SHEQ regulations, standards, and best practices, assessing their operational impact.
3. Work closely with various NSW functions to ensure compliance with SHEQ-related standards, regulations, KPIs, and objectives.
4. Develop, implement, and maintain NSW SHEQ policies and procedures, ensuring strict adherence across all stakeholders.
5. Act as the primary SHEQ ambassador for internal and external stakeholders, including client representatives and shareholders.
6. Manage internal and external SHEQ audits, including OVMSA, ISM, ISPS, and client-conducted OVID inspections.
7. Support Operations in liaising with Flag registry and local Class authorities for external audit schedules and closure of findings.
8. Oversee incident investigations, root cause analysis, reporting, and implementation of corrective/preventive action plans.
9. Conduct regular risk assessments across operations to identify high-risk areas and implement measures for operational safety.
10. Manage SHEQ-related training programs, inductions, and certifications in accordance with the defined Training Matrix.
11. Develop and maintain emergency response plans and update SHEQ statistics, records, and management reports.
12. Promulgate a 'Safe to Speak Up' and 'Stop Work Authority' safety culture throughout the organization.

Education qualifications
1. Bachelor's degree in Engineering, Marine/Nautical Sciences, or Safety Management.
2. Tertiary level education with a preferred Marine, Offshore, or Shipping background.
3. Ocean-going background is preferred.
4. DPA (Designated Person Ashore) and CSO (Company Security Officer) certifications preferred.
5. Recognized incident and root cause analysis investigator qualifications preferred.
6. Formal qualification in NEBOSH, or equivalent recognized professional qualifications (CMIOSH, MIIRSM, or RSP).
7. Background and experience with ISO 9001:2015 and ISO 14001:2015 standards.
8. Minimum of 5 years of relevant HSE experience in the Oil & Gas industry, including at least 3 years in a managerial capacity.
9. Experience in the towage or offshore industry, with essential background in Quality and Safety Management Systems.
