Job description
Safety Engineer role at Parsons in Dubai/Sharjah, UAE.
Key Responsibilities:
- Implement corporate HSE Policy, plans, and legal requirements while monitoring performance metrics.
- Ensure client safety requirements and contractor HSE implementation are fully achieved.
- Review contractor safety plans, method statements, emergency plans, and risk assessments.
- Conduct site HSE inspections and report issues to the Resident Engineer.
- Facilitate monthly safety meetings and review contractor monthly reports, statistics, and permit to work systems.
- Lead reviews of incident/accident reports to communicate lessons learned and enforce corrective measures.
Qualifications:
- Bachelor's degree in OSH or related engineering field.
- 8+ years experience on UAE highways, bridges, underpasses, or major infrastructure projects.
- Certifications including NEBOSH IGC, International Safety Diploma, ISO 45001/14001, First Aid, and Fire Safety.
- Strong knowledge of Dubai Municipality Code of Construction Safety Practice and RTA standards.
Responsibilities
1. Implement corporate HSE Policy, HSE plan and HSE legislation and other requirements, monitor HSE performance, HSE targets and suggest measures for further improvement.
2. Make sure that client’s safety requirements are being fulfilled.
3. Liaise with safety manager and contractors for the improvement & implementation of corporate HSE management ethics.
4. Monitor contractors to ensure the implementation of applicable safety measures at site to fulfill Legal and client requirements.
5. Review Site safety Plan, Emergency plan, and other safety related plans submitted by the contractor.
6. Review Method Statement and risk analysis for all activities and monitor the effectiveness of hazard control measures.
7. Carry out HSE inspections and report to resident engineer for immediate rectification.
8. Review and monitor contractors monthly HSE inspections / reports.
9. Conduct monthly Safety meetings, set targets to achieve outstanding issues, and prepare / submit minutes to all concerned for follow-up.
10. Review emergency preparedness and response, permit to work system, Toolbox Talks, HSE statistics & records of the contractors according to company requirement.
11. Review incident/accident investigation reports from contractors, reporting & communicating the learning points, and monitor immediate and follow-up actions to prevent recurrence.

Education qualifications
1. Bachelor’s degree in occupational safety and health or other construction related Engineering Degree.
2. Minimum 8+ years of Highway, Bridge, Underpass or major infrastructure related work experience as Safety Engineer in UAE.
3. Recognized Health and Safety education and certifications such as NEBOSH IGC, International Safety Diploma, First Aid, Fire Safety, etc.
4. Audit ISO Qualifications (ISO 45001:2018, ISO 14001:2015 License) or training in UAE.
5. Working knowledge of Federal Laws, Dubai Municipality Code of Construction safety Practice, Technical Guidelines, RTA Circulars and Work Zone Traffic Management Manual.
6. Good communication and interpersonal skills.
7. Able to attend physical interviews in UAE.
