Safety Engineer

Parsons is seeking a Safety Engineer in Dubai, UAE, to oversee site HSE compliance across highway, bridge, and underpass construction projects. The role requires a Bachelor's degree, NEBOSH IGC or equivalent certifications, and a minimum of 8 years of UAE experience. Key responsibilities include contractor monitoring, site safety inspections, risk analysis review, and incident investigations.

Parsons is looking for an amazingly talented Safety Engineer to join our team in Dubai, UAE! In this role you will get to ensure that the safety plans shall be in compliance with corporate policy and prevailing safety requirements for the region. You will implement corporate HSE Policy, review contractors' safety and emergency plans, perform site safety inspections, monitor hazard control measures, conduct safety meetings, and analyze incident/accident investigation reports.

1. Implement corporate HSE Policy, HSE plan, HSE legislation, and other requirements, monitor HSE performance, targets, and suggest measures for improvement. 2. Ensure client safety requirements are being fulfilled. 3. Liaise with safety manager and contractors for the improvement & implementation of corporate HSE management ethics. 4. Monitor contractors to ensure the implementation of applicable safety measures at site to fulfill Legal and client requirements. 5. Review Site Safety Plan, Emergency Plan, and other safety related plans submitted by the contractor. 6. Review Method Statement and risk analysis for all activities and monitor the effectiveness of hazard control measures. 7. Carry out HSE inspections and report to resident engineer for immediate rectification. 8. Review and monitor contractors monthly HSE inspections / reports. 9. Conduct monthly Safety meetings, set targets to achieve outstanding issues, and prepare / submit minutes to all concerned for follow-up. 10. Review emergency preparedness and response, permit to work system, Toolbox Talks, HSE statistics & records of contractors according to company requirements. 11. Review incident/accident investigation reports from contractors, report and communicate learning points, and monitor immediate and follow-up actions to minimize / prevent re-occurrence.

1. Bachelor’s degree in occupational safety and health or other construction-related Engineering Degree. 2. Internationally approved safety courses and recognized Health and Safety certifications such as NEBOSH IGC, Safety Diploma, First Aid, Fire Safety, etc. 3. Minimum 8+ years of Highway, Bridge and Underpass related work experience as Safety Engineer in UAE. 4. Working knowledge of Federal Laws, Dubai Municipality Code of Construction Safety Practice, Technical Guidelines, RTA Circulars and Work Zone Traffic Management Manual. 5. Able to attend physical interviews in UAE. 6. Good communication and interpersonal skills. 7. Audit ISO Qualifications (ISO 45001:2018, ISO 14001:2015 License) or training in UAE.
