Job description
L&T Energy - Offshore Wind Business is seeking a Lead HSE / Technical Safety Engineer for their Powai location. The candidate will be responsible for identifying and controlling HSE risks and delivering safety engineering services during FEED and Detailed Engineering for Fixed Offshore Platforms and Floating Production Storage and Offloading vessels (FPSO).
Key duties include preparing design safety deliverables, conducting risk assessments (QRA, HAZOP, HAZID, SIL, FERA, EERA), flare/dispersion studies, fire protection engineering, hydraulic calculations, and reviewing engineering documentation to ensure compliance with HSE standards.
Responsibilities
1. Provide safety engineering services during FEED & Detailed Engineering of Fixed Offshore Platforms and Floating Production Storage and Offloading vessels (FPSO) as Lead HSE Engineer.
2. Assist the Project Manager & other project team members to achieve the project HSE objectives during execution.
3. Support the department in establishing and updating procedures and standards.
4. Train the subordinates and enhance the skills of HSE team members.
5. Prepare and review Safety Engineering deliverables including Safety Concept, HSE Philosophy, Safety Design Basis, Fire Protection Philosophy, and Loss Prevention Philosophy.
6. Conduct Quantitative Risk Assessment (QRA), Fire & Explosion Risk analysis (FERA), Emergency System Survivability Analysis (ESSA), and Escape, Evacuation and Rescue Analysis (EERA).
7. Perform Vent/Flare Radiation and Dispersion Study using PHAST, FLARESIM, and FRED.
8. Identify HSE Critical Equipment & Systems (HSECES) and define performance standards and the safety critical equipment register.
9. Ensure ALARP requirements and execute HAZID, HAZOP, SIL, Design Risk Analysis, and LOPA studies.
10. Conduct Emergency Preparedness Analysis (EPA) and Hazardous Area Classification including equipment schedules and layouts.
11. Conduct Ergonomic studies, Human Factors evaluations, and prepare Escape Route, Fire Fighting, Safety & Life Saving Equipment, and Safety Sign Layouts.
12. Establish Fire Zone, Restricted Area, and Impacted Area boundaries, as well as Passive and Active Fire Protection Plans and Specifications.
13. Perform PIPENET hydraulic calculations of fire water systems and dispersion modelling.
14. Carry out HSE engineering reviews and audits.
15. Review P&IDs, PFDs, and Bow Tie Diagrams (Bow Tie XP).
16. Review and update safety aspects in documents prepared by third parties and other engineering disciplines.
