Job description

Hitachi Energy’s HVDC product group is looking for an experienced Site HSE Manager to strengthen the project team at their HVDC project site in Saudi Arabia. In this role, you will be responsible for all matters pertaining to Health, Safety, and the Environment with respect to regulatory, company, and client requirements, advising and supporting the project team in the safe delivery of HVDC mega-projects. Key Responsibilities: - Support the preparation, set-up, and improvement of the project HSE system. - Develop and review safety documentation including Risk Assessments, Method Statements, and Permits to Work. - Serve as the HSE focal point for site, project, and management teams. - Ensure leading and lagging indicators are tracked and reported for KPI generation. - Coordinate site activities to manage Simultaneous Operations (SIMOPS) under safe systems of work. - Deliver HSE campaigns, briefings, drills, and Toolbox Talks. - Lead site incident investigations to identify root causes and implement corrective measures. - Champion environmental management and the 'We Care' behavioral safety program.

Responsibilities

1. Support the project team in the preparation, set-up and improvement of the project Health, Safety and Environmental system (Site HSE Plan, Emergency Preparedness & Response Plan, Construction Traffic Management Plan, etc.). 2. Participate, review, and assist in the development of safety documentation e.g. Risk Assessments & Method Statements and Permit to Work. 3. Act as the HSE focal point to site, project, and management, and coordinate with all frontline managers regarding HSE matters. 4. Ensure leading/lagging indicators are collated and reported to allow for KPI reports to be generated. 5. Work in cooperation with other stakeholders; establishing and maintaining close contact with the Client and Subcontractor HSE representatives. 6. Participate in the coordination of site activities to identify potentially hazardous Simultaneous Operations and ensure activities are planned and completed in accordance with the approved Safe System of Work. 7. Plan and deliver HSE campaigns such as Toolbox Talk (TBT), briefings, demonstrations, drills. 8. Provide guidance and advice on matters relating to HSE for on-site personnel. 9. Lead site incident investigations to ensure a root cause and preventative/corrective actions are identified, and that all information is suitably collated within the Company Incident Management System. 10. Identify trends by following-up of incident and hazard observation data and propose suitable risk reducing measures. 11. Be visible onsite and complete regular focused inspections whilst engaging in safety conversations with personnel. 12. Be an active member of the HSE team by promoting the Hitachi Energy HSE processes and interacting with site personnel. 13. Be an ambassador for the Hitachi Energy ‘We Care’ behavioral safety program by providing coaching and support to site personnel. 14. Demonstrate a strong commitment towards environmental standards, guidelines, and procedures. 15. Inform on/verify adherence to site specific environmental protection measures (e.g., waste management, wildlife protection, use/handling of substances hazardous to environment).

Education qualifications

1. Bachelor’s degree in electrical or mechanical engineering. 2. Minimum 5 years of experience working as a Site Manager on construction sites, in the Middle East, in the energy sector or similar industries, particularly in medium and large size projects. 3. Recognizable qualification in HSE (e.g., NEBOSH or equivalent). 4. Extensive experience in a similar HSE role in project business of similar size/complexity or other similar proven capacity. 5. Fluent in Arabic & English (Verbal and Written). 6. Conversant with ISO 45001 (Internal Auditor Training certification in ISO 45001 will be advantageous). 7. Formal Incident Investigation Training.
