Job description
Milaha is seeking an Assistant Manager - HSEQ based in Doha, Qatar. The role reports on the delivery of HSEQ services, site-level assurance, compliance evaluation, and progress tracking of assigned tasks. The position serves as the primary technical point of contact for health and safety matters, providing operational guidance, conducting incident investigations, auditing ISO management systems, and ensuring full compliance with client, contractual, GCC, and Qatari legal requirements.
Responsibilities
1. Ensure implementation and effectiveness of technical procedures, specialist manuals, and forms to provide site-level documented work procedures and operate to international standards in line with client, contractual, and legal requirements.
2. Evaluate assigned site work processes and performance against objectives, providing transparency, efficiency, and financial savings via the audit process.
3. Manage and coordinate ISO international standards-related activity for the assigned site, inclusive of corrective actions monitoring, management, and closure.
4. Conduct investigations in accordance with procedural requirements and document HSEQ incidents providing detailed reports.
5. Conduct technical HSEQ coaching for all levels of business unit site management and personnel.
6. Act as technical specialist for health and safety matters and principal point of contact for the business unit within the assigned site.
7. Provide technical support to operational managers on potential conflicts between the business unit and clients, regulatory authorities, or other interested parties.
8. Measure assigned site HSEQ compliance and implementation levels and provide detailed reports to management.
9. Identify and communicate HSEQ-relevant international, GCC, and Qatar laws and regulations, providing advice on requirements within the site legal register.
10. Supervise subordinate staff, assign work activities, monitor performance, and review results.
11. Act as a coach to subordinates and identify opportunities for training and development according to site needs.
12. Participate in business unit and/or site HSE committees as assigned.

Education qualifications
1. 3-year Full Time Degree in Health and Safety from a recognised institution; or 3-year Full Time Degree (Associated Degree) and a 2-year Full Time Graduate Diploma in Health and Safety; or 3-year Full Time Degree (Associated Degree) and NEBOSH Diploma in Occupational Health and Safety; or 3-year Full Time Degree (Associated Degree) and Chartered member of IOSH.
2. Auditor qualification (possibly Lead Auditor) for ISO accreditation framework (Preferred).
3. Root Cause Analysis certification (Preferred).
4. Training and Assessment qualification at Level 4 or higher (Preferred).
5. First Aid certification (Preferred).
6. 6 to 9 years of professional experience, including at least 5 years as an HSE professional in heavy industry.
7. Experience with management accountability of site HSEQ operational functions.
8. Good knowledge of Office and web applications with advanced MS Excel and PowerPoint skills.
9. Fluent spoken and written English with the ability to write high-level technical reports.
