Job description
We currently have an opportunity within SPIE Global Services Energy, Qatar for a Senior Safety Officer.
Job Purpose:
Ensure the implementation of Safety, Health, Environment and Security procedures, plans and processes for QatarEnergy LNG’s Laffan Offshore Terminal South (LOTS) Project to achieve safe execution of all project’s phases in accordance with the Company’s HSEQ objectives and targets.
Provide clear guidance to the Contractors during FEED and EPC phases and facilitate resolution of related issues to complete discipline activities consistent with project objectives and milestones.
Key Accountabilities:
- Support project lifecycle management by identifying HSE deliverables and actions at each phase of the project.
- Provide HSE leadership and support to the LOTS PMT FEED team.
- Lead preparation of HSE requirements for ITT and conduct Contractor HSE evaluations.
- Serve as focal point between PMT and various HSEQ functions/SMEs.
- Provide oversight and review of incident investigations and emergency response preparedness.
- Implement a comprehensive statistical database and analyse HSE KPIs for continuous improvement.

Responsibilities
1. Support project lifecycle management by identifying HSE deliverables and actions at each phase of the project (FEED, EPC, Commissioning, Operations, etc.) and lead development of early QatarEnergy LNG Project Management System Plans / Project HSE deliverables, and project’s HSE studies throughout the project phases (in particular during LOTS FEED phase).
2. Provide HSE leadership and support the LOTS PMT FEED team ensuring compliance with Company and Regulatory Requirements, advising project management on the effective implementation of the Project Safety Management System, stewardship of HSE performance indicators, and management of HSEQ interfaces with stakeholders.
3. Lead the preparation of HSE requirements for Invitation To Tender (ITT) and conduct Contractor HSE evaluations, provide safety requirement inputs into the FEED phase of the Project to promote safe design and execution principles, and develop, review, approve, and monitor Contractor HSE Systems and Plans for FEED and EPC phases.
4. Serve as focal point to facilitate coordination between PMT and various HSEQ functions / SMEs, define safety program expectations, assure implementation and verification of safety processes on project sites, and facilitate sharing of processes, safety focus areas, safety alerts, lessons learned, and best practices between corporate HSEQ and LOTS Project.
5. Provide oversight and review of incident investigations from PMT / Contractor, analyse data, confirm root causes, approve corrective action plans, provide support and expertise for incident investigations, and facilitate emergency response preparedness.
6. Lead the development and implementation of a comprehensive statistical database and roll-up reporting/progress from multiple projects; analyse KPIs and data for leading and lagging trends, devise strategies and advise LOTS Project PMT Leadership Team for continuous improvement, and provide HSE reporting to PMD Senior Safety Officer.

Required certifications

Education qualifications
1. Bachelor’s degree in science, engineering, or safety discipline.
2. NEBOSH diploma or equivalent.
3. Minimum of 10 years of experience including at least 8 years as an HSEQ / SHE&S professional.
4. Experience in oil and gas, HSEQ management of FEED and EPC projects, engineering, construction, commissioning projects, systems completions coordination, hook-up/commissioning, and start-up activities in brownfield and greenfield environments.
5. Experience in at least 2 FEED projects executed within the last 8 years.
6. Experience in implementation of HSEQ systems and building HSEQ capability and competence in a new project starting from FEED phase up to EPC phase including detailed engineering, procurement, construction, commissioning, and start-up.
7. Good understanding of both qualitative and quantitative risk assessment techniques, with active participation in process safety studies such as HAZID, HAZOP, SIL, fire & explosion, dispersion modelling, and FERA/QRA studies.
8. Experience with contractors, sub-contractors, and vendors involved in the oil and gas industry, including providing safety leadership to large contractors' workforces to drive proactive safety culture and safety KPIs.
9. Experience in active participation in workers’ welfare programmes.
10. Knowledge in developing and implementing Emergency Response Procedures to deal with H2S Risk to workers.
11. Experience in development and maintenance of Project HSE Risk Registers.
12. Good organizational, communication, and supervisory skills, decisive with strong management skills and self-motivation.
13. Good knowledge of written and spoken English (C-Professional working proficiency) with ability to produce procedures and technical reports.
14. Good knowledge of Word, Excel, and PowerPoint.
