Job description

Parsons is looking for an HSE Manager to lead and manage all Health, Safety, and Environmental activities across a major project. The role provides strategic and operational HSE leadership across engineering, construction, commissioning, and project support activities, ensuring full compliance with applicable legislation, client requirements, international standards, and industry best practices. The HSE Manager will work closely with Project Management, Construction, Quality, Engineering, Contractors, Subcontractors, Airport Operations, and relevant authorities to maintain a safe working environment and effectively implement the project HSE Management System.

Responsibilities

1. Lead the implementation and continuous improvement of the Project HSE Management System, HSE Plan, procedures, standards, and initiatives. 2. Ensure compliance with applicable local HSE legislation, client requirements, international standards, and contractual obligations. 3. Provide strategic and operational HSE leadership across engineering, construction, commissioning, and project support activities. 4. Establish project HSE objectives, targets, KPIs, performance improvement plans, risk management processes, and emergency response arrangements. 5. Conduct regular HSE inspections, audits, assessments, management reviews, and monitor HSE performance across all project work areas. 6. Ensure implementation and review of Risk Assessments, Job Safety Analysis (JSA), Method Statements, and Permit to Work (PTW) systems for high-risk activities. 7. Establish and monitor controls for high-risk construction and aviation/airfield-related hazards, coordinating with Airport Operations and relevant stakeholders. 8. Establish emergency preparedness procedures, lead drills, and manage incident reporting, Root Cause Analysis (RCA), and corrective action implementation. 9. Monitor leading and lagging HSE indicators, prepare weekly/monthly performance reports and dashboards, and conduct trend analysis. 10. Oversee contractor and subcontractor HSE performance, audits, plan reviews, and closure of non-compliances. 11. Direct project-wide HSE awareness, site inductions, toolbox talks, behavioral safety programs, and competency/training requirements. 12. Monitor environmental requirements including waste management, pollution prevention, hazardous substance handling, and occupational health/welfare risks.

Education qualifications

1. Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline. 2. 10+ years of relevant HSE experience, preferably on major infrastructure, airport, civil, construction, or large-scale development projects. 3. Proven experience managing HSE functions and multidisciplinary safety teams. 4. Strong experience in contractor and subcontractor HSE management. 5. Experience in airport / airside environments is highly preferred. 6. Strong knowledge of construction safety, environmental management, risk assessment, incident investigation, and emergency response. 7. Good knowledge of applicable Saudi HSE legislation and regulatory requirements. 8. NEBOSH International Diploma or equivalent (NEBOSH IGC required/minimum where applicable). 9. IOSH Managing Safely or equivalent. 10. ISO 45001 Lead Auditor certification preferred; ISO 14001, OSHA, First Aid / CPR, or environmental management/sustainability certifications are advantageous.
