Job description

Parsons is looking for an HSE Manager to serve as the ultimate authority for life safety, public health, environmental compliance, and risk prevention across a workforce accommodation footprint. This role focuses on preventing public health outbreaks, ensuring food safety, maintaining mass evacuation readiness, and auditing subcontractors. The manager leads the implementation of safety frameworks to guarantee a secure environment for thousands of high-density residential village residents.

Responsibilities

1. Monitor water quality, wastewater disposal, pest control, and indoor air quality to prevent transmissible disease outbreaks in residential blocks. 2. Coordinate with on-site medical clinics and emergency response teams to manage occupational health, infectious illness isolation protocols, and injury reporting. 3. Develop, update, and test the village-wide Emergency Response Plan (ERP), including large-scale evacuation drills and crowd management protocols. 4. Partner with engineering teams to ensure fire alarms, suppression systems, and emergency exits are fully functional and free of impairments. 5. Lead investigations into all incidents, near-misses, or safety breaches within the village, establishing root causes and implementing corrective actions. 6. Audit operations and maintenance (O&M) and soft services subcontractors to ensure their staff strictly adhere to safety protocols. 7. Oversee the verification and approval of safety procedures for high-risk maintenance operations like hot work, confined space entry, or working at heights. 8. Compile and present comprehensive weekly and monthly HSE performance statistics, incident metrics, and trend analyses to senior leadership. 9. Ensure safe handling, storage, and disposal of hazardous and municipal solid waste generated by the village population. 10. Verify that the physical living conditions, ventilation, and density of the accommodation comply with international labor welfare frameworks and local municipal laws.

Education qualifications

Minimum of 10 years of professional experience in HSE, with at least 3–4 years management experience directly managing safety or public health operations in massive remote camps, workforce accommodations, or high-density residential assets. 4. Strong contractor governance, dispute resolution, and regulatory liaison capabilities. 5. Saudi Nationals only.
