Job description
The Director – Waste Management provides strategic asset management leadership for the city’s integrated waste management portfolio, ensuring waste assets, infrastructure, systems, service models, and commercial arrangements are planned, governed, optimised, and assured across the full asset lifecycle. The role defines the long-term strategy, value framework, lifecycle standards, investment requirements, regulatory assurance model, and performance management approach required to enable safe, sustainable, cost-effective, and future-ready waste management services at city scale.
The Director is accountable for developing and governing a circular, digitally enabled, and commercially robust waste asset management system covering municipal solid waste, recyclables, organics, construction and demolition waste, event waste, hazardous waste, special waste streams, transfer stations, treatment facilities, recycling infrastructure, digital platforms, and final disposal interfaces.
Responsibilities
1. Set the long-term waste management vision, strategy, roadmap, and operating model for the city.
2. Own waste governance frameworks, policies, technical standards, procedures, assurance controls, and performance reporting.
3. Translate sustainability, ESG, circular economy, and smart city ambitions into practical waste management programmes.
4. Develop and maintain the waste asset management strategy, including asset vision, service outcomes, hierarchy, criticality framework, lifecycle objectives, and capacity requirements.
5. Define waste hierarchy strategy, circular economy roadmap, and resource value framework, prioritizing waste reduction, reuse, recycling, and recovery.
6. Set long-term diversion, recovery, contamination reduction, carbon reduction, and circularity targets aligned with Vision 2030 and Saudi regulations.
7. Define the waste asset information strategy, ensuring integration with smart waste technologies like IoT sensors, GIS mapping, RFID tagging, and route optimization.
8. Act as senior interface with regulators including MWAN, MEWA, and local municipalities for permits, licensing, and compliance audits.
9. Govern strategic asset management plans for infrastructure including transfer stations, recycling facilities, compactors, hazardous waste facilities, and disposal partnerships.
10. Ensure safe handling of all waste streams, enforce HSE standards, PPE compliance, safe systems of work, leachate control, odour management, and emergency response.
11. Own commercial and investment strategy for waste assets, procurement packages, whole-life cost planning, and OPEX/CAPEX governance.
12. Build, lead, and develop a high-performing waste management team while fostering Saudi national capability and localization.

Education qualifications
1. Bachelor’s degree in Environmental Engineering, Civil Engineering, Waste Management, Environmental Science, Sustainability, Facilities Management, or a related discipline.
2. Master’s degree in Environmental Management, Sustainability, Business Administration, Engineering Management, or a related field preferred.
3. Professional certifications desirable, such as ISO 14001 Lead Auditor, ISO 55001 awareness or practitioner training, NEBOSH/IOSH, CIWM/SWANA or equivalent, PMP/PRINCE2.
4. 20+ years’ progressive experience in waste management, environmental services, utilities, infrastructure operations, facilities management, or city-scale service delivery.
5. Minimum 8 years in a senior leadership role overseeing multidisciplinary teams, contractor-led services, operating budgets, regulatory interfaces, and complex stakeholder environments.
6. Demonstrated experience with municipal solid waste, recycling, C&D waste, organics, hazardous waste, transfer stations, and treatment facilities.
7. Strong understanding of Saudi environmental legislation, MWAN licensing and permitting requirements, ESG principles, and circular economy frameworks.
