Job description
The HSE Specialist is personally responsible for conducting operations to Sanad standards and coordinating with the Rig Manager and Area QHSE regarding all safety concerns. Key duties include directing drilling operations in QHSE matters, maintaining internal and external HSE reporting, participating in audits and meetings, maintaining evacuation plans, leading emergency drills, and overseeing operational systems such as Permit to Work, LOTO, MSDS, PPE, and H2S Awareness across rig sites and camps in Saudi Arabia.
Responsibilities
1. Personally responsible for own safety and conducting one's self to the standards of Sanad Policies and Procedures.
2. Coordinate with the Rig Manager and Area QHSE involving QHSE concerns.
3. Consult, advise and direct Drilling Operations in matters relating to QHSE.
4. Liaison with Operator in regard to QHSE matters.
5. Maintaining internal and external reporting according to established systems.
6. Consultation with outside experts on QHSE matters when required.
7. Participation in, and coordination of, rig HSE meetings.
8. Participate in Regulatory, Operator and Internal QHSE audits.
9. Participation in local HSE groups, to include operators, government and other drilling contractors.
10. Responsible for adherence to company guidelines.
11. Ensure rig complies with Sanad requirements.
12. Maintaining and updating Rig evacuation plans, procedures and measures.
13. Provide information to Management on accidents/incidents in a timely manner according to established NDIL and Operator procedures.
14. Monitor compliance against the monthly HSE schedule.
15. Coordinate with the Rig Manager concerning the implementation of the Rig Management System on-site and the ongoing instructions to all personnel in its use.
16. Oversee implementation of SMART program on rig-site.
17. Monitor/chair/participate in regularly scheduled HSE meetings held at rigs and camps.
18. Oversee implementation of operational systems and procedures to include but not be limited to: Permit to Work System, Lock-Out/Tag-Out System, Hazardous Chemical - MSDS, PPE System, HLO, H2S Awareness, Benchmarking, NOWA and other required training activities.
19. Monitor readiness/response to emergency situations through regularly held and documented drills.
20. Execution/Reviewing/Monitoring of required QHSE inspection for rigs and camps, reporting findings to the Rig Manager.
21. Maintenance of the Corrective Action Register for non-compliance items arising from meetings and inspections.
22. Maintenance of the Lifting & Slings Registers and Inspection Program for rigs in area.
23. Monitor compliance with Travel/Journey Management System where applicable.
