Job description

Reporting to the Framework Manager, the HSE Manager will be responsible for establishing, leading and continuously improving the Health, Safety and Environmental (HSE) function across PFC O&M activities, operational sites, facilities and projects in Doha, Qatar. The role ensures legal, regulatory, client, contractual, and ISO 45001/ISO 14001 compliance while proactively managing operational and environmental risks, driving contractor performance, and promoting a strong Zero Incident Culture.

Responsibilities

1. Develop, implement and continuously improve HSE policies, procedures, plans, objectives, KPIs and programs in line with company, client, contractual, legal and ISO requirements. 2. Lead the HSE Management System across O&M sites and projects, maintain controlled HSE documentation and ensure corrective/preventive actions are implemented. 3. Provide strategic and operational HSE advice to the Framework Manager (Deputy GM) and senior management while promoting visible leadership and a Zero Incident Culture. 4. Establish HSE risk management processes and ensure risk assessments, JSA/JHA/AHA, method statements and environmental risk assessments are completed and reviewed. 5. Monitor high-risk activities including PTW, LOTO, confined spaces, work at height, lifting, electrical work, hot work, excavation and chemical handling. 6. Conduct site inspections, safety walks, audits and compliance checks; identify unsafe acts/conditions and ensure timely corrective action. 7. Lead serious/high-potential accident, incident, near-miss and environmental investigations, ensuring root-cause analysis, reporting, corrective actions and lessons learned. 8. Develop and maintain emergency preparedness and response plans, coordinate drills/exercises and ensure emergency resources remain effective. 9. Lead environmental management for O&M and projects, covering waste, chemicals, spills, sludge, wastewater, emissions, noise, permits and environmental incident response. 10. Identify and control occupational health risks including chemical/biological exposure, noise, ergonomics, heat stress, dust and workplace hygiene. 11. Manage contractor/subcontractor HSE requirements, prequalification, HSE plan reviews, audits, inspections and performance monitoring. 12. Develop HSE induction, training, competency, toolbox talk, awareness and safety campaign programs. 13. Maintain legal/regulatory compliance registers and coordinate client, Ashghal, regulatory, certification and external audits. 14. Monitor leading/lagging HSE KPIs, prepare management HSE reports, manage ISO 45001 and 14001 audit programs, and drive continual improvement. 15. Lead, manage, coach and develop Safety Officers/Engineers, Environmental Engineers, HSE Coordinators and interact regularly with Ashghal engineers.

Required certifications

Education qualifications

1. Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related field. 2. Minimum 20 years overall experience, including at least 10 years in HSE management/senior HSE leadership. 3. NEBOSH IGC or equivalent preferred; ISO 45001/14001 auditing or equivalent training advantageous. 4. Water/wastewater, utilities, infrastructure, industrial, construction or O&M experience preferred. 5. Strong knowledge of HSE management systems, risk management, incident investigation, auditing, environmental, contractor and regulatory compliance. 6. Working knowledge of ISO 45001/14001; strong leadership, communication, analytical, planning and decision-making skills. 7. HSE reporting systems and MS Office proficiency; fluent in written and spoken English.
