Job description
Worley is seeking an HSE Specialist based in Abu Dhabi City, United Arab Emirates, to provide HSE management leadership and support for Owner's PMC project activities across FEED and EPC phases.
Key Scope & Responsibilities:
- Ensure HSSE goals, objectives, and targets are met through personal leadership and active involvement.
- Deliver and handover the project safely, sustainably, on time, and within budget.
- Provide written HSE program via procedures and plans on Owner's behalf for EPC/FEED Contractor guidance.
- Monitor, track, and communicate overall project HSSEQ performance trends and achievements.
- Lead a team of HSE professionals (Senior HSE Engineers, HSE Officers).
- Execute Project-specific Construction HSE plan/program based on Owner's expectations.
- Manage contractor conformance to project HSSE requirements and chair weekly HSSEQ meetings.
- Participate in onsite inspections, safety leadership training, incident investigations, and QA/QC audits.
Responsibilities
1. Champion the Project Safety culture, behaviors, and engagement activities.
2. Lead a team of HSE professionals including Senior HSE Engineers and HSE Officers.
3. Implement sound HSE Management Systems and ensure compliance with HSE legislative requirements.
4. Conduct risk assessments, root cause analysis, and QA/QC internal and external audits.
5. Oversee competency in PTW system, gas testing, H2S, and breathing apparatus.
6. Develop and execute annual HSE plans, Emergency Response plans, and HSSE training programs.
7. Identify, evaluate, and resolve HSE issues during the EPC phase of works.
8. Ensure effective design HSE management processes meet legal, regulatory, and Owner standards.
9. Ensure project emergency medical evacuation arrangements and regular drills are conducted.
10. Address contractor non-compliance with HSSEQ requirements firmly and immediately.
11. Participate actively in onsite HSE inspections, safety committee meetings, and incident investigations.
12. Interface and coordinate with Owner's Operations, Maintenance, and HSSE management teams.
13. Chair weekly HSSEQ meetings with contractors and analyze leading and lagging indicators.

Education qualifications
1. Bachelor’s degree in relevant engineering or equivalent from an accredited university
2. Minimum of 15 years of relevant experience in the Oil & Gas or Petrochemical industry
3. Minimum of 5 years of experience in a similar position on mega Oil & Gas or Petrochemical projects
4. ADNOC project experience is required
5. Offshore project experience is required
6. PMC experience is required
7. Experience in FEED & EPC phases is required
8. Occupational Health background and experience is required
