HSE Engineer - Transmission Line and Substation

AECOM is recruiting an HSE Engineer to monitor and enforce the implementation of approved HSE plans across transmission line, substation, and HVDC projects in Khavda, India. The candidate must have at least 8 years of HSE experience in power infrastructure or construction. Professional certifications such as NEBOSH or IOSH are preferred.

AECOM is seeking an HSE Engineer to monitor and enforce the implementation of approved HSE plans across transmission line, substation, and HVDC works while promoting a proactive safety culture. Key duties involve reviewing contractor HSE plans, risk assessments, and emergency procedures; monitoring permit-to-work, lockout/tagout, and electrical safety; inspecting work at height, lifting, scaffolding, and excavation; and conducting daily audits and safety observations. The role also requires investigating incidents, tracking corrective actions, maintaining HSE records, and coordinating emergency drills. Candidates must hold a degree or diploma in Engineering with an industrial safety qualification and have a minimum of 8 years of HSE experience in EHV transmission line, substation, or power infrastructure construction.

1. Review contractor HSE plans, risk assessments, JSA/JHA, method statements and emergency-response procedures. 2. Monitor implementation of permit-to-work, lockout/tagout and electrical-safety systems. 3. Inspect work-at-height activities, tower erection, stringing, lifting, excavation, scaffolding and confined-space work. 4. Verify competency, certification and authorization of operators, riggers, electricians, equipment operators and specialist personnel. 5. Conduct daily inspections, planned audits, toolbox-talk reviews and safety observations. 6. Monitor lifting plans, crane operations, equipment certification and exclusion-zone arrangements. 7. Review traffic management, road safety, material handling and site-access controls. 8. Monitor environmental controls including waste management, spill prevention, dust, noise and vegetation management. 9. Stop or recommend suspension of unsafe work presenting imminent risk. 10. Investigate incidents, near misses, unsafe conditions and environmental events. 11. Review root-cause analysis and verify corrective and preventive actions. 12. Maintain HSE statistics, leading and lagging indicators and regulatory records. 13. Coordinate emergency drills and verify availability of rescue, firefighting and first-aid arrangements. 14. Promote behavioral safety, workforce engagement and lessons learned. 15. Support energization and commissioning safety-readiness reviews.

1. Degree or diploma in Engineering with recognized industrial-safety qualification. 2. Minimum 8 years of HSE experience in construction or power-infrastructure projects. 3. Experience in EHV transmission line and substation works. 4. NEBOSH, IOSH or equivalent certification is preferred. 5. Knowledge of work-at-height, lifting, excavation, electrical-safety and permit-to-work requirements.
