HSE Manager

AECOM is hiring an experienced HSE Manager – PMC with 15+ years of experience in power transmission, substations, and renewable energy projects in Ahmedabad, India. The role involves representing the client in driving contractor oversight, regulatory compliance, risk assessment, and incident investigation. Candidates will lead digital safety initiatives and embed a zero-incident culture across multi-package EPC projects.

AECOM is seeking an experienced HSE Manager – PMC to lead and manage Health, Safety, and Environmental (HSE) functions across large-scale power and renewable infrastructure projects in Ahmedabad, India. The role will act as the Client’s HSE representative, ensuring EPC contractors adhere to project HSE requirements, statutory regulations, and international standards, while embedding a zero-incident safety culture throughout all project phases from engineering through commissioning and handover.

1. Develop, implement, and continuously improve the Project HSE Management Plan aligned with project scope, contractual requirements, and regulatory frameworks. 2. Ensure compliance with national regulations, statutory approvals, and international standards (ISO 45001, ISO 14001, IFC/World Bank EHS Guidelines). 3. Establish project-wide HSE policies, procedures, KPIs, and governance frameworks consistent with AECOM and client requirements. 4. Integrate HSE considerations into design reviews, constructability assessments, and project planning stages. 5. Act as Owner’s Engineer (PMC) for HSE, overseeing EPC contractors’ HSE performance across all work packages. 6. Review and approve contractor HSE plans, method statements, risk assessments (HIRA/JSA), and emergency response plans. 7. Drive contractor accountability through HSE audits, performance reviews, and compliance tracking mechanisms. 8. Lead project-wide hazard identification and risk assessment processes (HIRA, HAZID, TRA) for all execution phases. 9. Establish and maintain risk registers, early warning systems, and mitigation strategies for high-risk activities. 10. Oversee HSE compliance during execution of transmission line works, substations (AIS/GIS), renewable plants (solar/wind), and BESS installations. 11. Enforce Permit-to-Work (PTW), LOTO systems, and safe work practices across all project sites. 12. Lead investigation of incidents, near misses, and unsafe acts/conditions using structured root cause analysis (RCA) methodologies. 13. Prepare and present daily, weekly, and monthly HSE reports, dashboards, and key metrics (TRIR, LTIFR, near-miss trends). 14. Lead and mentor site HSE teams, fostering a proactive safety culture and acting as the primary interface with Client, EPC contractors, and regulatory authorities. 15. Drive adoption of digital HSE tools, real-time monitoring systems, drone monitoring, and predictive safety systems.

1. Bachelor’s Degree in Engineering (Electrical / Mechanical / Civil) 2. Postgraduate qualification/diploma in Industrial Safety / HSE Management preferred 3. 15+ years of experience in HSE management for power transmission, substations, and renewable energy projects 4. Proven experience in PMC / EPC roles for large infrastructure projects 5. Experience in multi-package EPC project environments with strong contractor management 6. Exposure to international standards and multilateral-funded projects preferred
