Job description
Primary Purpose of the Job
The Senior HSE Engineer is responsible for developing, implementing, and supervising comprehensive QatarEnergy HSE management systems. This role ensures total regulatory compliance, drives risk mitigation strategies, and champions a proactive safety culture across the organization.
Required Experience and Skills
- Minimum of 12 years' experience in HSE management functions and exposure on construction safety for Oil & Gas projects with at least last 5 years in similar HSE senior position for projects in reputable oil & gas Companies or EPIC Contractors
- Deep knowledge of international standards in Occupational health, Safety and Environmental Management System
- Experience in developing HSE related project plans, philosophies and specifications
- Deep knowledge in HSE Studies, Quantitative Risk Assessment, Sustainability and Environmental Impact Assessments (including Waste minimization), Project HSE Risk Registers, etc.
- Expert knowledge of Process Safety Management, Management of Change, Barrier Management, Bow-Tie analysis, etc.
- Trained in any of the Incident Investigation Software (e.g. Taproot, SafetyCulture, EasyRCA, Tripod Beta, etc.)
- Expert in conducting Incident investigation, reviewing and learning from HSE incidents
- Extensive leadership skills to manage project and Contractor HSE teams to achieve a high-performance level
- Competent in Microsoft Office and any other relevant software such SharePoint, SAP, MS Teams, etc.
- Proficient in technical English, with excellent written and verbal communication skills
- Experience in the GCC is desirable
Educational Qualifications
- Bachelor's degree in any discipline (Engineering, Safety, Environment, Occupational Health fields, etc.) from an internationally recognized University
- Accredited HSE Professional Certificate (e.g. NEBOSH Level 6, Certified Safety Professional, or higher level)
- Active membership in recognized professional engineering or HSE professional association or institution is desirable
Responsibilities
1. Develop, implement, and supervise comprehensive QatarEnergy HSE management systems.
2. Ensure total regulatory compliance and drive risk mitigation strategies across the organization.
3. Champion a proactive safety culture across all project and operational activities.
4. Manage project and Contractor HSE teams to achieve a high-performance level.
5. Develop HSE-related project plans, philosophies, and specifications.
6. Oversee HSE studies, Quantitative Risk Assessments (QRA), Sustainability, and Environmental Impact Assessments.
7. Maintain and review Project HSE Risk Registers.
8. Conduct incident investigations and manage the implementation of corrective actions and key learnings.
