Job description

Worley is seeking a Loss Prevention Engineer / PMC Specialist to coordinate and supervise the Loss Prevention engineering aspects of major energy and petrochemical projects. The role ensures HSSEQ goals are met, oversees technical reviews of deliverables developed by contractors and technology licensors, and maintains strict compliance with codes, standards, and safety philosophies across FEED, EPC, commissioning, and handover phases.

Responsibilities

1. Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement. 2. Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders. 3. Coordinate and supervise the Loss Prevention engineering aspects of the Assiut Hydrocracking Complex Project to ensure the technical objectives are met within the approved scope, budget, and schedule. 4. Supervise, oversee and coordinate regular and timely technical reviews of Loss Prevention related Engineering deliverables developed by the Contractor and technology Licensors, ensuring design optimization in compliance with relevant codes, standards, and best practices and in close conjunction with Owner’s functional departments. 5. Co-ordinate and interface with other Technical Departments, Business Units, Operations, and Maintenance functions to resolve technical issues and ensure quality Engineering execution and integrity. 6. Provide technical expertise on all subject matter pertaining to Loss Prevention Engineering during all phases of Project e.g. Engineering, Fabrication, Installation, Pre-commissioning and Commissioning. 7. Responsible for developing and establishing systems, procedures and standards for effective implementation of the Project in line with International Codes and Standards, Owner specifications, local regulations and Owner’s HSE policies, philosophies and requirements for Loss Prevention Engineering. 8. Champion the Project Safety culture, behaviors and engagement activities. 9. Reporting to the PMC Engineering Manager and works under his direction. 10. Ensure quality and accuracy of Contractor’s Loss Prevention Engineering activities. 11. Review and approve Contractor’s work and ensure compliance with Contract obligations, Project specifications, relevant codes and standards, design philosophy, and Industry best practices. 12. Provide PMC Loss Prevention performance data and reports to PMC Management and the Owner. 13. Provide technical guidance to develop new specifications and update existing specifications. 14. Perform calculations for design validation and optimization. 15. Review technical bid submissions and perform technical bid analysis. 16. Participate in Layout, P&ID, PHASER, HAZID, HAZOP, SIL, Layout Safety Reviews, PSSR, constructability reviews, 3D Model reviews, safety audits, QRA workshops, etc. 17. Provide Loss Prevention Engineering expertise in the development and analysis of various design options and business models. 18. Provide technical assistance and coordination with other discipline engineers. 19. Participate in analysis during Contractor and Vendor pre-qualification, bid evaluation, and performance evaluation. 20. Ensure quality and accuracy of Contractor’s Loss Prevention Engineering activities and review deliverables including philosophies, data sheets, specifications, layouts, close out reports, detailed drawings, etc. pertaining to risk studies, loss prevention systems, firefighting equipment, muster station, TGR’s, TSRs, Safety Signage, hazardous areas classifications, etc. 21. Review any Project specific Risk Management Systems and criteria pertaining to Loss Prevention. 22. Manager & review of HSEIAs for Loss Prevention Engineering inputs, including reviewing hazards and effects registers, bow tie diagrams, HSECES register, HSCES performance standards and procedures, etc. 23. Review Emergency Response procedures and plans for Loss Prevention inputs including alignment with Owner specifications and standards etc. 24. Provide assistance and support to Construction, Pre-commissioning and Commissioning phases of the works. 25. Review Action Tracking Registers and ensure close out of all Loss Prevention actions arising out of key reviews, workshops, HSSEQ studies, safety related concerns, etc. 26. Education qualifications

1. A bachelor’s degree in relevant engineering or equivalent from an accredited university. 2. Minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry. 3. At least five (5) years of experience in a similar position in mega Oil & Gas or Petrochemical projects. 4. ADNOC project experience is required. 5. Offshore project experience is required. 6. PMC experience is preferrable. 7. Experience in FEED & EPC Phases is required.
